Organizing Leisure Activities for Children – General Information

Who can organize leisure activities for children and youth?
According to the regulations of the Ministry of National Education, camps, colonies, and other forms of leisure activities for children and youth can be organized by:
- schools and educational institutions,
- legal and natural persons,
- organizational units without legal personality.
It is important to remember that every form of leisure during the school-free periods must be reported to the educational superintendent, relevant to the organizer's location. To do this, you need to download the appropriate form from the website www.wypoczynek.men.gov.pl, and then submit it in paper form to the educational superintendent's office. The organizer is obliged to register all sessions, which are treated as separate submissions. This must be done no later than 21 days before the start of the leisure activity.
Choosing the location for the camp
Depending on the nature or theme of the trip, as well as the age and condition of the participants, the appropriate location must be selected. According to the Ministry of National Education guidelines, the following forms of leisure are distinguished:
- leisure in a hotel or other establishment providing hotel services, e.g., hostel, guesthouse, etc.;
- leisure in a facility occasionally used for recreation, e.g., school, dormitory, fire station, parish house;
- leisure in a place without permanent communal infrastructure, e.g., campsite;
- leisure in the place of residence;
- leisure in a traveling form.
Regardless of the chosen location for the camp, the facility must meet a range of standards regarding fire safety, hygiene, sanitation, and nutrition.
Travel program
The leisure program developed by the organizer should be tailored to the age of the participants and fit the theme or profiles of the camp. A well-constructed camp program should consider a wide range of goals the camp aims to serve. These can include tourism, sightseeing, recreational, sports, socio-educational, educational objectives, and others aligned with the interests of children and youth.
Professional staff
A well-qualified and experienced staff is very important. The person responsible for managing the camp, implementing the program, and assigning tasks to each staff member is the leisure manager. This role can be filled by a teacher, a scout instructor with at least the rank of sub-leader, or another adult person with at least three years of experience in caregiving or educational work and at least a secondary education. These individuals must have no criminal record and also complete a course for children's and youth leisure managers. The manager's duties include coordinating the entire trip and ensuring compliance with all safety standards.
